When the plan changes
Availability does not equal prepared access.
Prepared access means the relationship, member intelligence, operating standards, decision authority, and escalation pathway already exist before a disruption creates urgency. DFI’s role is not finished when an aircraft is sourced. It continues until the movement responsibility is complete.
Movement should remain governed, even when the original plan cannot.
