Within the scope of an issued engagement, DFI governs preparation, the movement plan, information flow, provider selection and coordination, authorized changes, transitions, communication, escalation, and documentation across Air, Ground, Sea, and Stay. DFI is accountable for the governance actions it undertakes.
Each carrier, driver or transportation company, vessel operator, property provider, security team, and other supplier retains operational control and responsibility for its own service and regulated duties. DFI coordinates and escalates across these providers; it does not direct a flight crew, vehicle operator, vessel master, or another supplier's regulated operation.
The specific scope, authorized decision makers, supplier responsibilities, and response commitments are established for each engagement. A reservation alone does not establish a governed movement.
The fragmentation problem
Separate providers do not automatically create one operating system.
An aircraft operator may control the flight. A chauffeured transportation company may control the vehicle. A property manager may control the residence. A yacht crew may control the vessel. A security team may control protection.
